According to the statement, the Research Fund is set aside to Boost demand driven research, facilitate national development and enhance global competitiveness.

The statement also said that the Fund would help in raising the standard of Tertiary Education in the country.
It said that Yakubu expressed concern at the low number of doctorate degree holders among the teaching staff in Tertiary institutions, adding that this had negatively affected the quality of Research being conducted in the country.
It quoted the executive secretary as urging NOTAP “to contribute its expertise in the area of Intellectual Property Rights and Technology Transfer so as to develop appropriate Intellectual Property policy.”
The statement said that Bindir in his response linked industrial Research and the sustenance of innovation to solid technology.
“This is the rationale why NOTAP is establishing Intellectual Property and Technology Transfer Offices in Tertiary institutions across Nigeria.”
